Establishes the Breakfast After the Bell Program requiring public schools where 70% or more of students are eligible for free or reduced-price meals to offer breakfast during the school day beginning in the 2018-2019 school year.

Schools can choose from multiple service models including classroom breakfast, grab-and-go options, or cafeteria service during or after first period or morning recess.

Requires the Ohio Department of Education to publish lists of eligible schools by April 1 each year and provide technical assistance for program implementation and federal reimbursement claims.

Schools must monitor participation and increase it by at least 10% annually or risk receiving written notice from the department; schools receiving notice have 30 days to submit an improvement plan.

Applies to public school districts, community schools, and STEM schools; exempts internet- or computer-based schools; requires participating schools to include participation rates on their report cards.
