Changes the notice requirement timing to occur within five business days after the registrar of motor vehicles provides owner and lienholder identity information, instead of sending multiple notices at 30-day and 45-day intervals.

Vehicles valued under $3,500 that remain unclaimed for 60 days after the first notice is received can have title obtained by the towing service or storage facility through an affidavit process.

Defines private tow-away zones as property with proper signage (at least 18x24 inches) visible from all entrances, specifying who may park and providing recovery location contact information.

Establishes enforcement provisions including civil liability for towing services that commit minor or major violations, with penalty amounts ranging from $150 to $3,500 depending on violation history, plus treble damages for violations causing actual harm.
