Authorizes persons to use auxiliary containers for any purpose, defined as bags, cans, cups, food service items, containers, kegs, bottles, or similar packaging made of cloth, paper, plastic, cardboard, aluminum, metal, glass, or recycled materials designed for consuming, transporting, or protecting merchandise, food, or beverages.

Prohibits municipal corporations from imposing any tax, fee, assessment, or other charge on auxiliary containers, their sale, use, consumption, or on receipts from their sale.

Clarifies that auxiliary containers are subject to existing anti-littering laws under section 3767.32, including prohibitions on depositing them as litter on public or private property without authorization.

Preserves authority of counties, municipalities, and solid waste management districts to implement voluntary recycling programs.

Amends sections 715.013, 3736.01, and 3767.32 of the Revised Code and enacts new section 3736.021 to implement these provisions.
