Amends section 4501.21 and enacts section 4503.578 of the Revised Code to establish a new "Keep Ohio Beautiful" license plate program in Ohio.

Vehicle owners may apply for "Keep Ohio Beautiful" license plates with a $20 contribution per registration and renewal, plus a $10 administrative fee, with contributions deposited into the license plate contribution fund.

Keep Ohio Beautiful organization will receive contributions to fund its mission of empowering Ohio communities to improve the local environment through litter prevention, beautification, community greening, waste reduction, and recycling.

License plates must display an appropriate logo and words approved by Keep Ohio Beautiful representatives and the registrar, along with county identification stickers as required by law.

Investment earnings from the license plate contribution fund are distributed annually to all participating organizations proportionate to their prior year contributions.
