Ohio Public School Deregulation Act (Am. Sub. S.B. 216)

• Establishes new educator license types including substitute teaching licenses, early college high school educator licenses, and career-technical workforce development educator licenses with specific degree and experience requirements

• Revises teacher evaluation framework to focus on professional growth plans rather than value-added student academic growth measures, allowing districts participating in a pilot program to implement the revised framework beginning 2019-2020 school year

• Adds Summit County territory to Stark State College District, creating a combined technical college district governed by a 9-member board of trustees appointed by the governor and school district presidents

• Requires study and reporting on College Credit Plus Program cost-effectiveness and recommends creating alternative funding systems for internet-based community schools based on student competency demonstration rather than enrollment metrics
