Prohibits suppliers from installing unsafe used tires on passenger cars, multipurpose passenger vehicles, or trucks that will operate on public highways.

Defines "unsafe used tire" with 10 specific criteria including tread depth of 2/32 inch or less, exposure of reinforcing plies, repairs in tread shoulder or belt edge areas, sidewall or bead repairs, defaced tire identification numbers, and evidence of internal separation.

Classifies violations as an unconscionable consumer sales act or practice under Ohio consumer protection law.

Establishes a penalty of up to $1,000 fine for negligent violations of the unsafe tire installation prohibition.

Takes effect July 1, 2019; exempts tires temporarily removed from and reinstalled on the same vehicle.
