Increases the state fee on solid waste transfer or disposal from 25 cents per ton to 50 cents per ton through June 30, 2020, with proceeds deposited into the Soil and Water Conservation District Assistance Fund.

Appropriates $3,250,000 to the Department of Agriculture for fiscal years 2018 and 2019 for the Soil and Water Districts program, funded by the increased solid waste fees.

Maintains all existing fee collection, reporting, and distribution procedures under Ohio Revised Code section 3734.57 related to hazardous waste, environmental protection, and waste management funds.

Exempts certain waste streams from fees including wastes from generator-owned facilities, coal combustion byproducts, asbestos materials, sewage sludge, and materials delivered to composting facilities.
