Prohibits landlords of subsidized residential premises from requiring tenants to agree to restrictions on lawful ownership, use, or possession of firearms, firearm components, or ammunition within the tenant's specific rental dwelling unit as a condition of tenancy.

Allows landlords to impose reasonable restrictions on firearm possession, use, or transport only in common areas, provided such restrictions do not circumvent the firearm ownership protection.

Requires tenants to exercise reasonable care in the storage of firearms, firearm components, or ammunition.

Establishes that tenants, household members, or guests affected by landlord enforcement of prohibited firearm restrictions may recover actual damages, court costs, and reasonable attorney's fees.

Shields landlords from civil liability for injuries, deaths, or property damage involving firearms (except in cases of willful, wanton, reckless, or grossly negligent landlord conduct) and preserves all state and federal firearm prohibitions and restrictions.
