Amends Ohio Revised Code sections 4906.20 and 4906.201 to modify wind turbine setback requirements for economically significant wind farms of at least five megawatts.

Changes the minimum setback from turbine base to property line from 1.1 times the turbine height to 1.2 times the turbine height.

Increases the minimum setback distance from nearest residential structure on adjacent property from 1,000 feet to 1,225 feet.

Maintains a 750-foot setback requirement for existing certificates and applications compliant with regulations before September 29, 2013.

Requires power siting board to establish procedures allowing adjacent property owners to waive setback requirements and permits the board to impose greater setbacks on a case-by-case basis.
