S.B. No. 240 Summary

• Amends Ohio Revised Code sections governing teacher and principal evaluations in municipal school districts and other school districts, with implementation deadline of July 1, 2018.

• Allows school districts and teachers' labor organizations to choose between maintaining existing evaluation frameworks or adopting a revised state framework for evaluating teachers developed under section 3319.112.

• Requires the Department of Education to revise and adopt by May 1, 2019 a standards-based state framework for teacher evaluation that includes student academic growth accounting for 50% of evaluations, formal observations, and multiple performance measures.

• Establishes a pilot program for the 2018-2019 school year where participating districts implement the revised evaluation framework with Department-provided professional development and technical assistance.

• Repeals sections 3319.114 and 3319.58 of the Revised Code; non-participating districts continue using existing evaluation procedures through 2018-2019 school year.
