Establishes promoting prostitution as a fourth-degree felony by default, applying to knowingly establishing brothels, supervising prostitutes, transporting persons for sexual activity for hire, or inducing others to engage in sexual activity for hire.

Elevates promoting prostitution to a third-degree felony if the prostitute or person transported is a minor (regardless of offender's knowledge of age), if the offender has a prior conviction for promoting prostitution or substantially similar offense, or if the offender is also convicted of drug trafficking under section 2925.03.

Elevates promoting prostitution to a second-degree felony if the offender has two or more prior convictions for promoting prostitution or substantially similar offenses.

Mandates a prison term and restitution if the offender is also convicted of a sex offender specification under section 2941.1422.

Mandates a prison term if the offender is also convicted of a firearm specification under sections 2941.141, 2941.144, or 2941.145.
