• Establishes a statewide policy on occupational regulation requiring use of "least restrictive regulation" to protect consumers from present, significant, and substantiated harms to public health, safety, or welfare.

• Creates sunset review process for occupational licensing boards, which expire on a six-year cycle unless renewed by the General Assembly; standing committees must review approximately 33% of boards each biennium.

• Allows individuals convicted of criminal offenses to request licensing authorities determine whether they are disqualified from licensure based on their conviction.

• Requires the Legislative Service Commission to issue reports comparing occupational licensing bills with state policy favoring least restrictive regulations; bills cannot be favorably reported from committee until report is received and considered.

• Establishes the Ohio Home Inspector Board and creates a licensure program for home inspectors; requires realtors recommending home inspectors to provide at least three licensed inspector names and adds makeup artistry as a regulated cosmetology service.
