Prohibits any person from knowingly possessing or acquiring an assault weapon, defined as automatic firearms, semi-automatic firearms with detachable magazines accepting 10+ cartridges, or semi-automatic firearms with fixed magazines accepting 10+ cartridges.

Violation of the assault weapon prohibition is a fifth-degree felony.

Exempts government officers, military and militia members, law enforcement officers acting within their duties, federally licensed manufacturers and importers, and carriers or warehouses lawfully transporting or storing firearms in the usual course of business.

Requires the Attorney General to prepare for the establishment and operation of a firearm and ammunition transactions database to be maintained by the Bureau of Criminal Identification and Investigation.

Authorizes the bureau to maintain the firearms database in conformity with requirements of any subsequent act enacted by the General Assembly.
