Requires the Auditor of State to conduct and release a performance audit of the Medical Marijuana Control Program administered by the Department of Commerce within 30 days of the bill's effective date.

Audit must examine operations and procedures for reviewing and ranking license applications under Ohio Revised Code section 3796.09 and issuing provisional and final licenses for cultivators, processors, and laboratory testing facilities.

Audit shall identify operational or procedural flaws and provide recommendations to remedy them.

Department of Commerce must implement audit recommendations within 30 days of receiving the audit or file a report to state leadership justifying non-implementation.

Prohibits the Department from issuing final cultivator, processor, or laboratory testing licenses until audit recommendations are fully implemented.

Bill is declared an emergency measure with immediate effect to ensure the Medical Marijuana Control Program becomes fully operational by September 8, 2018.
