Changes violation of soliciting someone 18 years or older from a misdemeanor of the third degree to a misdemeanor of the first degree.

Sets maximum fine for soliciting an adult at $2,500, with authority for courts to designate up to $1,000 of that fine for deposit into the Victims of Human Trafficking Fund.

Maintains existing penalties for soliciting minors (ages 16-17) as a felony of the fifth degree and soliciting those under 16 as a felony of the third degree.

Adds requirement that clerk of court deposit designated fine amounts into the state Victims of Human Trafficking Fund, with remainder going to county treasury.

Amends section 5101.87 to include fine money from adult solicitation violations as a revenue source for the Victims of Human Trafficking Fund.
