Enacts new section 2923.191 prohibiting persons from improperly storing or leaving firearms where they know or reasonably should know a minor can gain access, with exceptions for locked containers and trigger locks.

Creates criminal penalties ranging from third-degree misdemeanor to third-degree felony depending on whether a minor gains unauthorized access and whether injury or death results.

Requires persons indicted or convicted of violating the storage law to forfeit all firearms in their possession to the state or political subdivision.

Makes violation of the improper storage law a disqualifying offense under section 2923.13, preventing acquisition of firearms unless relieved through court petition.

Requires federally licensed firearms dealers to inform purchasers at time of sale that improper firearm storage is illegal and to inform them of proper storage methods prescribed by the new law.
