S.B. No. 281 Summary

• Amends section 2923.25 of the Revised Code to expressly grant federally licensed firearms dealers the discretionary right to refuse to sell or transfer a firearm to any person without requiring legal justification.

• Provides civil liability immunity to firearms dealers who refuse a sale or transfer, protecting them from lawsuits for any injury, death, or loss allegedly caused by, resulting from, or related to the refusal.

• Applies the dealer's right to refuse regardless of whether the prospective purchaser is legally authorized to purchase a firearm under federal or state law.

• Requires firearms dealers to offer trigger locks or gun locking devices to firearm purchasers and post safety posters and brochures in their place of business.

• Repeals the existing section 2923.25 of the Revised Code and replaces it with the amended version.
