Amends Ohio Revised Code to create a "National Council of Negro Women" license plate option for vehicle owners and lessees of passenger cars, noncommercial motor vehicles, and recreational vehicles.

Applicants must pay a $25 contribution per registration/renewal (deposited to the license plate contribution fund) plus a $10 administrative fee (deposited to the public safety-highway purposes fund), in addition to regular license taxes and fees.

License plates shall display an appropriate logo and words selected by representatives of the National Council of Negro Women and approved by the registrar, along with county identification stickers.

All contributions collected under this program are paid to the National Council of Negro Women to support its programs and activities.

Updates section 4501.21 to include contributions from the new license plate type in the license plate contribution fund that distributes revenues to various designated charitable organizations and causes throughout Ohio.
