Prohibits unlicensed individuals from transferring firearms to other unlicensed individuals unless the transfer occurs through a federally licensed firearms dealer, law enforcement agency, or specified exception.

Requires federally licensed firearms dealers and law enforcement agencies to conduct background checks (including federal checks and state incompetency records checks) on firearm transferees.

Establishes specific exceptions to the transfer restrictions including temporary transfers for self-defense, hunting, shooting competitions, transfers to law enforcement, and transfers to museums or historical societies.

Creates the new crime of "illegal transfer of a firearm" as a misdemeanor with penalties ranging from fourth degree (first offense) to first degree (three or more offenses), with mandatory fines specified by offense level.

Allows firearms dealers and law enforcement agencies to charge up to $10 per firearm transfer processed to cover administrative costs.
