Makes it a misdemeanor to transfer firearms between unlicensed parties at gun shows without proper background and incompetency checks; first offense carries $5,000 fine, repeat offenses result in first-degree misdemeanor charges with up to $5,000 fine plus additional sanctions and permanent prohibition from operating gun shows.

Allows point of contact agencies and federally licensed dealers to charge up to $10 per firearm transfer and requires them to maintain records of transfers and report to state attorney general.

Exempts certain transfers from requirements including bona fide family gifts, law enforcement acquisitions, and transfers to qualified historical societies or museums, provided specific conditions are met.
