Requires the State Board of Education to develop and adopt health education standards for grades kindergarten through twelve by July 1, 2019, using methodology consistent with other academic content areas.

Makes venereal disease education standards and curriculum subject to concurrent resolution approval by both the Ohio House and Senate before adoption or revision.

Mandates that standing committees with jurisdiction over education conduct at least one public hearing before either chamber votes on venereal disease education standards or curriculum.

Allows school districts and schools to develop their own venereal disease education standards and curriculum emphasizing abstinence, in accordance with state requirements.

Requires venereal disease education courses to stress abstinence until marriage, teach consequences of premarital sexual activity, address sexually transmitted diseases, cover parental financial responsibility laws, and emphasize adoption as an option for unintended pregnancies.
