Adds new Division (B)(6) to section 3313.66 allowing school boards to adopt resolutions authorizing superintendents to expel students for up to 60 school days for communicating threats to kill or harm persons or property if specific conditions are met, including that the student engaged in substantial steps toward the threatened act and is not mentally ill.

Creates new section 3313.669 permitting school districts or law enforcement agencies to file civil actions against parents of students expelled under Division (B)(6) for restitution of administrative and investigative costs.

Establishes new section 3313.6610 requiring school safety risk assessments for students communicating threats and allowing transportation to hospitals for mental health evaluation; if determined not mentally ill, student may be expelled; if mentally ill, student cannot be expelled but receives alternative educational services.

Amends section 5122.10 to add school district superintendents and school psychologists to the list of individuals authorized to take persons into custody for mental health evaluation when they represent a substantial risk of physical harm.

Requires school districts to develop continuation education plans for expelled students and allows superintendent to redact threat-related documentation from student records.
