Increases maximum scholarship award for students in grades kindergarten through twelve from $4,650 to $7,000 under the Pilot Project (Cleveland) Scholarship Program.

Modifies section 3313.978 of the Revised Code to establish new scholarship amount caps while maintaining existing program requirements for student selection and school participation.

Retains provisions for tutorial assistance grants, preference for low-income families, and performance data reporting on scholarship students enrolled in private schools.

Allows scholarship use at alternative public schools in adjacent districts or registered private schools in the district under existing conditions.

Repeals the existing version of section 3313.978 and replaces it with the amended version containing the increased maximum award amounts.
