Appropriates $4,000,000 in fiscal year 2019 from the General Revenue Fund to the newly created Safety Equipment Fund (Fund 5UP0) for stab proof vests.

Directs the Director of Public Safety to implement a noncompetitive grant program to distribute funds for purchasing stab proof vests.

Eligible recipients include correction officers employed by the Department of Rehabilitation and Correction, county jail deputies, and other public employees responsible for security and management of persons in custody.

Transfer of $4,000,000 from the General Revenue Fund to the Safety Equipment Fund shall occur on July 1, 2018, or as soon as possible thereafter.

Expenditures from this appropriation are subject to all applicable provisions of Am. Sub. H.B. 49 of the 132nd General Assembly.
