Creates the Health and Equity in All Policies Initiative requiring the Ohio Legislative Service Commission staff to review all bills introduced and prepare health impact statements within four weeks, analyzing impacts on Ohioans' health, health equity, vulnerable populations, and social determinants of health.

Establishes a Health and Equity in All Policies Initiative Advisory Board with 15 members appointed by the governor, senate president, senate minority leader, house speaker, and house minority leader to provide guidance, analyze effectiveness, and issue annual and biennial reports on the initiative.

Requires state agencies to prepare health impact statements for all proposed rules and unchanged rules, analyzing potential positive, negative, or neutral impacts on health, health equity, and vulnerable populations before filing with the joint committee on agency rule review.

Creates the Health and Equity Interagency Team within the department of health, with liaisons from each state agency, to coordinate resources, implement strategies addressing social determinants of health, create policy links, build partnerships, and develop common metrics for health outcomes.

Defines key terms including "health" as physical, mental, and social well-being; "health equity" as absence of avoidable differences in health outcomes among demographic groups; and "social determinants of health" as factors including economic stability, environment, education, food security, and health care access.
