Requires the Department of Education to develop an age-appropriate annual mental health screening assessment to be administered by all city, local, and exempted village school districts, with data collected and sent to school officials for further assessment and action.

Mandates that each school develop a program within seven school days of receiving screening data to identify and assist students in mental or emotional distress, developed in conjunction with school psychologists and other behavioral health providers.

Requires all school districts, educational service centers, and nonpublic schools to adopt curricula for in-service training in social-emotional development and trauma-informed care, with employees completing this training to satisfy continuing education requirements.

Mandates school districts employ at least one school psychologist and one intervention specialist, with additional staff required for districts exceeding 1,000 students (one additional of each position per 600 students or fraction thereof).

Provides state funding to school districts equal to the statewide average salary for each school psychologist or intervention specialist employed in compliance with staffing requirements.
