The Secretary of State shall establish a secure online process by rule for electors to submit applications to vote by absent voter's ballots through the internet.

Electors must attest to the truth and accuracy of their online application under penalty of election falsification, using the last four digits of their social security number, Ohio driver's license number, or Ohio identification card number as proof of identity.

The Secretary of State shall obtain an electronic copy of the applicant's signature from the statewide voter registration database and use it to match against the signature on the voter registration record.

The Secretary of State must employ security measures to ensure the integrity and accuracy of electronically submitted information, and processing errors shall not prevent an elector from receiving absent voter's ballots.

Absent voter's ballots shall be sent to applicants who provide complete required information and are registered and eligible to vote in the applicable election.
