• Requires state occupational licensing agencies to issue temporary licenses or certificates valid for up to one year to military members and spouses licensed in another state who have relocated to Ohio for active military duty.

• Temporary licenses require applicants to hold a valid current license in good standing from another state, present proof of military service or relocation, and pass a criminal records check and background review.

• State licensing agencies must waive all fees associated with temporary license issuance and may deny or revoke temporary licenses if applicants have criminal records, disciplinary actions, dishonorably discharge status, or failure to obtain full licensure within one year.

• Licensing agencies must establish processes to identify service members and veterans in applications, prioritize their applications, and include accommodations for applicants facing imminent deployment.

• Director of administrative services must report annually to the director of veterans services on the number and type of temporary licenses issued during each fiscal year.
