• Applies the prepaid postage requirement to both regular absent voter's ballots (section 3509.04) and uniformed services or overseas absent voter's ballots (section 3511.04).

• Appropriates funds to the Absent Voter's Ballot Application Mailing Fund (Fund 5RG0) to cover costs of printing, mailing unsolicited applications, and associated return postage costs for the November 2018 general election.
