S.B. No. 330 Summary

• State Board of Education must adopt mental health education standards for grades pre-kindergarten through twelve within one year, addressing mental well-being, depression, anxiety, drug and alcohol abuse, bullying and harassment, trauma, and suicide.

• School districts must include mental health education in their curriculum, with standards adoption exempted from the concurrent resolution approval requirement that applies to other health education standards.

• Mental health education is added as a required component of health education instruction alongside existing requirements for nutrition, drug abuse prevention, venereal disease education, personal safety, dating violence prevention, opioid abuse prevention, and organ donation information.

• Department of Education receives $150,000 in fiscal year 2019 to develop mental health education standards and $150,000 for noncompetitive grants to school districts for implementation and professional development.

• School districts and schools may utilize any or all of the state-adopted mental health education standards.
