Creates the student loan forgiveness homebuyer program administered by the Ohio housing finance agency to provide financial assistance to first-time homebuyers with student loan debt.

Requires program participants to be first-time homebuyers with student loan debt from a college, university, vocational school, or post-secondary educational institution in their own name.

Authorizes the agency to determine program terms, qualifications, purchase price limits, mortgage limits, student loan debt forgiveness methods, and required homebuyer education.

Allows the agency to purchase or commit to purchase notes, mortgages, or partial interests in mortgages from lending institutions to eliminate homebuyers' student loan debt in conjunction with other homebuyer programs.

Appropriates $10,000,000 from the General Revenue Fund for fiscal years 2018 and 2019 to fund the Home Buyer Assistance program.
