Eliminates the period of limitations for criminal prosecution of rape, conspiracy to commit rape, complicity in committing rape, and attempted rape under Ohio Revised Code section 2907.02.

Creates no period of limitations for civil actions brought by victims of conduct constituting rape, conspiracy to commit rape, complicity in committing rape, or attempted rape.

Requires law enforcement agencies to forward sexual assault examination kits for DNA analysis within one year (for investigations initiated before March 23, 2015) or within thirty days (for investigations initiated after March 23, 2015).

Requires governmental evidence-retention entities to preserve biological evidence related to rape offenses indefinitely if the offense remains unsolved, or for thirty years if unsolved after conviction.

Applies to causes of action and violations that accrue on or after the effective date of the legislation.
