Creates two state funds administered by the Attorney General and State Public Defender to reimburse counties for extraordinary prosecution and defense costs in capital cases

Establishes the capital case extraordinary prosecution cost fund (section 109.67) and capital case extraordinary defense cost fund (section 120.56), funded through Controlling Board transfers from the general revenue fund

Allows the Controlling Board to transfer funds upon joint request from the Attorney General and State Public Defender, limited to capital cases with multiple defendants or multiple victims

Requires counties to submit written requests demonstrating financial or judicial hardship and establish special funds to track use of money, with unused funds returned to the state at case conclusion

Requires joint requests to specify estimated prosecution and defense costs (including trial, post-conviction, and appeals) and demonstrate necessity for extraordinary funding
