Prohibits suppliers from installing unsafe used tires on passenger cars, multipurpose passenger vehicles, or trucks that will operate on public highways.

Defines unsafe used tires to include those with tread depth of two thirty-seconds of an inch or less, damage exposing reinforcing plies, repairs in tread shoulder or belt edge areas, improper puncture repairs, sidewall or bead damage, defaced DOT identification numbers, inner liner or bead damage, or signs of internal separation.

Classifies violations as unconscionable consumer sales acts or practices under Ohio law.

Exempts tires temporarily removed from vehicles and reinstalled on the same vehicle from the prohibition.

Establishes a penalty of up to one thousand dollars for negligent violations of the unsafe tire installation ban.
