• Allows a board of alcohol, drug addiction, and mental health services (ADAMHS board) to authorize its executive director to execute contracts valued at $25,000 or less without prior board approval through established rules, operating procedures, standards, or bylaws.

• Executive director authority applies to two types of contracts: emergency contracts for clinical services or recovery support services, and standard service contracts pertaining to board operations.

• Requires boards that establish such authority to define the scope of permissible contracts and disclose each executed contract at the first board meeting after execution, with disclosure recorded in written meeting minutes.

• Modifies the executive director's duties to clarify that board prior approval is required for contracts, except those contracts that qualify under the $25,000 authority granted to the executive director.

• Permits temporary cash transfers from the General Revenue Fund to the Targeting Addiction Assistance Fund (Fund 5TZ0) during fiscal years 2018 and 2019, with transferred amounts to be returned to General Revenue Fund by end of fiscal year 2019.
