Urges Congress to enact three federal bills to advance development of an Appalachian storage hub for natural gas and natural gas liquids in Kentucky, Ohio, Pennsylvania, and West Virginia.

The "Appalachian Energy and Manufacturing Revitalization Act of 2017" would streamline infrastructure permitting by directing the Secretaries of Energy and Commerce to approve projects and requiring federal agencies to complete permit review within 60 days of Federal Energy Regulatory Commission approval or have permits deemed approved.

The "Capitalizing American Storage Potential Act" would make a regional natural gas liquids storage hub eligible for the Department of Energy's Title XVII loan guarantee program.

The "Appalachian Ethane Storage Hub Study Act of 2017" would fund feasibility studies for establishing a subterranean ethane storage and distribution hub in central Appalachia.

Projects of this scale could attract $35 billion in chemical and plastics industry investment, create 100,000 jobs, generate $28 billion in economic output, and produce $3 billion annually in federal, state, and local tax revenue.
