Recommends three data collection strategies: in-office address canvassing, internet self-responses, and use of administrative resources

Directs the Ohio Senate Clerk to transmit copies of the resolution to federal legislative leaders, the Census Bureau Director, Ohio's Congressional delegation, and Ohio news media
