Proposes constitutional amendment to authorize issuance of up to $1 billion in state general obligation bonds for clean water improvements including water treatment systems, wastewater treatment, water quality research, and agricultural best management practices.

Limits bond issuance to $100 million principal per fiscal year, plus any unused amount from prior fiscal years.

Allocates bond proceeds based on each watershed's proportion of phosphorous loading, with minimum 50% of funds directed to western Lake Erie basin counties.

Bonds mature within 20 years and are backed by full faith and credit of the state; interest and investment income are tax-exempt within Ohio.

Requires voter approval at November 6, 2018 general election; if approved, amendment takes effect immediately.
