Honors the death of U.S. Congressman Ralph S. Regula, who served in the U.S. House of Representatives for thirty-six years beginning in 1972.

Recognizes Regula's prior service in the Ohio Senate, Ohio House of Representatives, and state Board of Education before his election to Congress.

Acknowledges Regula's major accomplishments for Northeast Ohio, including creation of the Cuyahoga Valley National Recreation Area, Ohio and Erie Canal National Heritage Corridor, National First Ladies' Library, Northeastern Ohio Universities College of Medicine, and Stark State College.

Expresses the Senate's profound sense of loss and pays tribute to Regula's legacy of public service, family devotion, and commitment to helping his fellow citizens.

Directs the Senate Clerk to transmit an authenticated copy of the resolution to Congressman Regula's family.
