Amends section 5162.06 of the Revised Code to allow Medicaid program components to be implemented before federal approval if federal law authorizes early implementation, with implementation ceasing if federal approval is ultimately denied.

Requires Ohio Medicaid to cover chiropractic services provided by chiropractors licensed under Chapter 4734 of the Revised Code who act within their legal scope of practice.

Mandates minimum coverage of at least 20 visits for chiropractic services, coverage for each condition or event a recipient seeks treatment for, and allows chiropractors to provide services in any location including hospitals and nursing facilities.

Prohibits prior authorization requirements and referral or prescription requirements from other prescribers as conditions for chiropractic coverage.

Requires Medicaid managed care organizations to comply with chiropractic coverage requirements and mandates equal payment rates for chiropractors and other licensed health professionals providing the same services.
