• Requires state employee health plans to cover all FDA-approved tobacco cessation medications and all forms of cessation services recommended by the U.S. Preventive Services Task Force with no cost-sharing, counseling requirements, or most utilization management restrictions.

• Requires Medicaid to cover all FDA-approved tobacco cessation medications and USPSTF-recommended cessation services under the same coverage terms as state employees, with prior authorization only allowed for treatment exceeding recommended duration or more than two quit attempts per 12-month period.

• Establishes a Department of Health grant program for group-based prenatal health care services (such as Centering Pregnancy model) targeting pregnant women, with priority funding for areas with high preterm birth rates including Cuyahoga, Franklin, Hamilton, and Summit counties.

• Requires home visiting services to distribute educational materials about lead-based paint health risks to eligible families in pre-1979 homes as part of prenatal initiatives.

• Appropriates $5,000,000 to the Department of Health for fiscal year 2021, including $500,000 for planning grants and $4,500,000 for implementation of the prenatal care grant program.
