Amends Ohio Revised Code section 4513.612 to prohibit private towing services from knowingly employing, compensating, or using spotters to report unauthorized parked vehicles.

Defines "spotter" as a person who reports the presence of unauthorized parked vehicles for towing purposes, excluding law enforcement officers and private property owners or their agents acting under contract.

Prohibits private towing services from offering or providing monetary compensation in exchange for authorization to tow vehicles from a specified location.

Violations of the compensation prohibition constitute a minor misdemeanor; violations of the spotter employment prohibition constitute a misdemeanor of the third degree.

Permits private towing services to negotiate or reduce towing and storage fees without restriction.
