Stakeholder Group shall establish governance teams, develop prevention prototypes that are culturally and linguistically appropriate, establish a peer leader group, conduct baseline assessments, review data systems, and collect aggregate and disaggregated data (including race, ethnicity, parental income and education, and health insurance type).

Director shall submit a final report with the Stakeholder Group's recommendations to the Governor and General Assembly at the conclusion of the 18-month period.
