Amended Substitute House Bill 12 Summary

• Creates the Ohio Children's Behavioral Health Prevention Network Stakeholder Group to coordinate and plan a comprehensive learning network supporting young children's social, emotional, and behavioral development while reducing behavioral health disparities.

• Stakeholder Group consists of representatives from state departments (Health, Mental Health and Addiction Services, Medicaid, Education), the Governor's Children's Initiatives, faith-based and community initiatives, the Commission on Minority Health, and members selected from children's hospitals, pediatrics, mental health organizations, health centers, schools, and at least one parent of a child with mental illness.

• Director of Governor's Children's Initiatives shall select additional members within 30 days of the bill's effective date and convene the initial meeting within 30 days thereafter, with the group meeting for 18 months.

• Stakeholder Group shall establish governance teams, develop prevention prototypes that are culturally and linguistically appropriate, establish a peer leader group, conduct baseline assessments, review data systems, and collect aggregate and disaggregated data (including race, ethnicity, parental income and education, and health insurance type).

• Director shall submit a final report with the Stakeholder Group's recommendations to the Governor and General Assembly at the conclusion of the 18-month period.
