Amends soliciting offense penalties in Ohio Revised Code sections 2907.24 and 5101.87 to increase criminal classifications when payment is offered or offense occurs near schools or places of worship.

Establishes that courts may impose fines up to $1,500 for soliciting violations and designate up to $750 of imposed fines to be deposited into the Victims of Human Trafficking Fund.

Creates the Victims of Human Trafficking Fund in the state treasury to receive fine money from soliciting violations and money seized from human trafficking-related offenses, administered by the director of job and family services.

Specifies that fund money shall be used for treating and assisting victims of human trafficking, and providing education or treatment programs (john schools) for persons who solicit sexual activity.

Requires court clerks to deposit designated portions of fines into the state Victims of Human Trafficking Fund while depositing remaining fine amounts into county treasuries.
