Amends Ohio Revised Code section 4511.84 to add an exemption allowing motorcycle operators to wear earphones or earplugs for hearing protection purposes.

Maintains existing prohibition on operating motor vehicles while wearing earphones or earplugs in both ears, except for the new motorcycle hearing protection exemption.

Defines "earphones" as devices covering all or portion of both ears that provide audio or hearing protection through physical or wireless connection.

Defines "earplugs" as devices insertable into one or both ears that provide audio or hearing protection through physical or wireless connection.

Retains existing exemptions for hearing aid wearers, law enforcement on duty, emergency personnel on duty, highway maintenance workers, and refuse collection equipment operators.
