Amends Ohio Revised Code sections 4511.092 and 4511.093 to restrict use of traffic law photo-monitoring devices to municipalities and townships that operate a fire department or emergency medical services organization.

Redefines "local authority" to exclude municipal corporations without a municipal fire department or emergency medical service organization, and townships without a township fire department or emergency medical service organization.

Specifies that volunteer fire departments do not qualify; only paid fire departments and first responder/EMT/paramedic-staffed emergency medical service organizations meet the requirement.

Prohibits municipal corporations and townships that are not qualified "local authorities" from utilizing any traffic law photo-monitoring devices.

Requires a law enforcement officer to be present at the device location at all times during operation and compliance with existing procedural sections.
