Amends Ohio Revised Code section 4511.093 to cap annual traffic tickets issued via photo-monitoring devices at two times the local authority's population as determined by the most recent federal decennial census.

Requires a law enforcement officer to be present at the location of the photo-monitoring device at all times during its operation.

Allows officers present at the device who personally witness violations to issue tickets immediately under standard procedures, which are not subject to photo-monitoring ticket restrictions.

Permits local authorities to issue tickets based on photo-monitoring device recordings only when the present officer did not issue a ticket for the violation, subject to sections 4511.096 to 4511.0912 of the Revised Code.

Repeals the existing section 4511.093 and replaces it with the amended version containing the population-based cap on photo-monitoring tickets.
