Requires motor vehicle operators to yield the right of way to vehicles lawfully parking in or exiting angled or parallel parking spaces on public roads, provided the parking vehicle is complying with section 4511.38 of the Revised Code.

Defines "angled parking space" as a marked or signed space on a public road not parallel to a curb or road edge, "parallel parking space" as a marked or signed space for parallel parking, and "public road" as all public highways, roads, and streets maintained by state or other government agencies.

Violators are guilty of a minor misdemeanor, fourth-degree misdemeanor if one prior motor vehicle or traffic offense within one year, or third-degree misdemeanor if two or more prior offenses within one year.

Establishes violation as a strict liability offense where proof of intent is not required; offenders committing the violation while distracted are subject to an additional fine under section 4511.991.

Amends section 4511.44 to exempt vehicles lawfully parking in or exiting angled or parallel parking spaces from the requirement to yield the right of way when entering or crossing a highway.
