Creates the Chiropractic Loan Repayment Program administered by the Department of Health to repay educational loans for chiropractors who agree to provide services in designated health resource shortage areas for at least two years.

Establishes a Chiropractic Loan Repayment Advisory Board with representatives from the legislature, higher education, health department, and the chiropractic profession to administer the program.

Restricts health care practitioners and employment solicitors from directly contacting motor vehicle accident parties, crime victims, or witnesses for 30 days after the incident, limiting contact methods to telephone once per 48 hours, email, text message, or postal mail.

Clarifies that government orders and recommendations regarding virus exposure do not create enforceable duties of care and provides qualified immunity to health care isolation centers and emergency medical technicians during declared disasters or emergencies.

Authorizes emergency medical technicians to perform emergency medical services in hospital settings under physician supervision through July 1, 2021, with liability protection unless services constitute willful or wanton misconduct.
