• Dissolves existing academic distress commissions and replaces them with school improvement teams and written improvement plans for low-performing school buildings.

• Requires school districts with F-rated buildings to establish improvement teams by July 1, 2019, and develop multi-tiered, evidence-based improvement plans focused on parent engagement, academic success, student support, attendance, and graduation rates.

• Implements a tiered system where buildings receiving consecutive F grades move through four years of improvement status, with state superintendent review at the fourth year to determine if progress allows exit from improvement status.

• Authorizes improvement teams to recommend community learning center models as an intervention strategy for persistently low-performing schools.

• Repeals former sections 3302.10, 3302.101, 3302.102, 3302.11, and 3302.12 of the Revised Code that established academic distress commissions and related provisions.
